Notice on the online trial operation of the "Special Equipment Inspection Case Management System"

Commissioned by the Special Equipment Bureau of the State Administration for Market Regulation (hereinafter referred to as the "Administration"), our association has completed the development of the "Special Equipment Inspection Case Management System" in December 2022. According to the relevant provisions of the "Assessment Rules for Special Equipment Inspectors" (TSG Z8002-2022) and the spirit of the document "Municipal Supervision Special Issue [2022] No. 93" issued by the State Administration, in order to cooperate with the certification replacement work of inspectors, the "Special Equipment Inspection Case Management System" will be put into trial operation on January 20, 2023. The relevant matters during the trial operation period are explained as follows:

1、 The Special Equipment Inspection Case Management System is a component of the Inspection and Testing Agency Business System and is only aimed at inspection and testing agencies. After logging into the "Inspection and Testing Agency Business System" using the unit administrator account, the inspection and testing agency selects "Inspection Case System" on the homepage to enter the inspection case management. (Please refer to Attachment 1 for functional operation instructions)

According to relevant requirements, inspection and testing institutions are responsible for filling out inspection cases and ensuring the authenticity of the inspection cases. To ensure the collection of data statistics by the State Administration, it is not possible to modify the submitted inspection cases after archiving. Please fill in the inspection cases carefully according to the operating instructions.

2、 In order to facilitate the operation of the holder and the practicing unit, the "Inspection and Testing Personnel Management System" has added a "Inspection Case" reporting function for the holder. After logging into the "Inspection and Testing Personnel Management System", the holder can select the "My Inspection Cases" function to report the performance of inspection cases during the certification period. (Please refer to Attachment 2 for functional operation instructions)

Through the "Inspection and Testing Personnel Management System", the information on inspection cases reported by individuals during their certification period must be reviewed and approved by their practicing unit on the "Inspection and Testing Institution Business System" end, uploaded and archived before it can be used as proof of performance for exemption from exams and certificate replacement. The information of the inspection case has been submitted and approved by the practicing unit. It can only be viewed and cannot be modified. Please fill it out carefully by the holder.

3、 Regarding the performance requirements for inspectors during the process of exemption from exams and certification renewal. After the inspection case is uploaded and archived by the inspection and testing institution, it can serve as a performance certificate for the exemption and replacement of the qualification of the inspection personnel. If the validity period of the inspector's certificate expires after June 30, 2023, the holder of the certificate can submit an application for exemption from examination and replacement of the inspection qualification on the Administrative Licensing Platform of the State Administration of China. Based on the system prompt, the holder can determine whether the performance of the inspection case meets the requirements of the examination regulations before submitting the application for exemption from examination and replacement.

4、 During the trial operation of the "Special Equipment Inspection Case Management System", in order to reduce data congestion and reporting workload, and facilitate the exemption and certificate renewal application of holders, it is recommended that inspection and testing institutions prioritize the reporting of inspection case information from 2019 to present.
